What it needs is a compressed o2 tank and an onboard compressor to refill it when the panels are clean. It could be built as a very low power draw device-as it could spend plenty of time working on the task.
Considering they were both designed for a 90 day mission Opportunity doesn't seem to want to quit! And to think they were built "on the cheap" and comprised two of the least expensive missions, ever. -Lee
